为营造干净整洁的人居环境，提升城市形象，依据《城市道路管理条例》、《重庆市市容环境卫生管理条例》、《重庆市市政设施管理条例》、《重庆市户外广告管理条例》等有关规定，决定在县城区集中开展城市环境综合整治。现将通告如下：
一、集中整治占道经营。任何单位和个人未经审批不得占道经营、摆摊设点，严禁跨门店经营;依法取缔未经审批的各类占道亭(篷、伞)、摊点及马路市场;规范批准设置的马路临时市场和夜市专区，做到不超界经营、不占车道，市散场清、卫生达标。
二、集中整治乱停乱放。机动车辆必须停放在停车泊位线内，摩托车、自行车必须停放在专门停放处，做到车头朝向一致，摆放整齐。
三、集中整治扬尘污染。城区施工工地必须规范设置围档，进出口路面必须硬化，修建沉沙池和排水沟，配设冲洗设备，进出车辆必须冲洗，运输建筑渣土等易撒漏物质必须密闭，不得噪音扰民;禁止脏车入城。
四、集中整治乱搭乱建。依法查处、拆除违章搭建的建(构)筑物，清理整治沿街乱堆乱放。
五、集中整治户外广告。禁止未经批准或超过批准时限在城市道路、建(构)筑物顶部、墙面以及其他设施上擅自设置各类户外广告;禁止临街门店在人行道或公共区域擅自摆设室外广告牌匾;禁止建 ( 构 ) 筑物墙面、电杆、树上或居住区域乱悬挂、乱张贴、乱涂写、乱刻画各类广告。
六、落实“门前三包”。各级机关、企事业单位要积极参与综合整治，按照统一部署和要求，落实门前“三包”责任，整治和维护好本单位和周边环境。
七、对违反本通告的行为，由公安、市政、工商、建委、环保等部门，依据相关法律法规规定予以处罚;阻扰国家机关工作人员依法执行公务的，由公安机关依照《中华人民共和国治安管理处罚法》进行处理;构成犯罪的，移送司法机关追究刑事责任。
八、鼓励广大市民举报市容秩序违法行为。举报电话：县公安局110、县市政园林局、县拆违办、县工商局x0、县城乡建委、县环保局。
九、本通告自公布之日起施行。
