目前，公告的使用比较混乱，主要有两种情况：一是把公告当作“启事”、“声明”、“广告”用，望文生义，以为“公告”就是公开告知有关事项，如声明某业务与本单位无关，揭露有人冒充某报记者行骗，也用“公告”;二是“公告”代行“通告”，凡公布性事项，事无巨细都用“公告”，甚至街道告知居民领取物价补贴也用“公告”。使用公告必须以“公告适用于向国内外宣布重要事项或者法定事项”的有关规定来衡量，避免公告滥用。
